The National Assembly's Culture, Sports and Tourism Committee (hereinafter referred to as the Munhwa Committee) will file a complaint against several members of the Korea Football Association.
The committee held a plenary session at the National Assembly on the morning of Jan. 21.
A National Assembly official told MK Sports, "We will file a complaint against several members of the Korea Football Association," adding, "The list of accusations has been drawn up by the agreement of the ruling and opposition lawmakers."
"Chairman Chung Mong-gyu's name was left out in the first place. After confirming that Chairman Chung Mong-gyu's name was removed from the list of accusations, Rep. Mo strongly insisted that we should check it again." Another lawmaker argued, "Chairman Chung Mong-gyu is a businessman. It is right to exclude him from the list of accusations." Some lawmakers shouted about the situation at the time.
If Chairman Chung Mong-gyu is included in the list of accusations, Article 14 (1) of the Act on Testimony and Appraisal at the National Assembly is expected to be applied.
Article 14 (1) of the Act on Testimony, Appraisal, etc. in the National Assembly states, "When a witness or appraiser sworn under this Act makes a false statement (including a written answer) or appraisal, he/she shall be punished by imprisonment for not less than 1 year and not more than 10 years. However, if a confession is made before a crime is discovered, the sentence may be reduced or exempted."

According to MK Sports' report, the names of Kim Jeong-bae, vice chairman of the Korea Football Association, Lee Im-saeng, technical director, and national team coach Hong Myung-bo were also excluded from the list of accusations prepared by the committee.
The union of the Korea Football Association strongly demanded the resignation of Vice Chairman Kim Jung-bae on October 17 last year.먹튀검증
The union claimed in a statement at the time, "We appointed Vice Chairman Kim Jung-bae, a former vice minister of the Ministry of Culture, Sports and Tourism, as the general manager of the Korea Football Association as one of the measures to deal with the crisis after the 'match-rigging and corruption footballer amnesty scandal' in March 2023."
"Despite the controversy over the appointment of Hong Myung-bo, technical director Lee Im-saeng took the lead technically, but Vice Chairman Kim Jung-bae was in charge of the detailed terms and conditions of the contract. It was also known that Vice Chairman Kim Jung-bae pushed his back that technical director Lee Im-saeng had the authority to negotiate shortly after the 10th National Power Reinforcement Committee was over and Jeong Hae-sung resigned. It is also known that Vice Chairman Kim Jung-bae pushed for "no problem" in defiance of Chairman Chung Mong-kyu's order to reorganize the power reinforcement committee," he said.
According to the union, Vice Chairman Kim Jung-bae served as CEO of the Korea Football Association. Chairman Chung Mong-gyu is serving as acting president of the Korea Football Association after running for the fourth term.
Lee Im-saeng, a technical director, participated as a witness in a question on pending issues at the Korea Football Association of the National Assembly's stylistic committee on September 24 last year, causing controversy over perjury.
At the time, technical director Lee Im-saeng said, "I had a meeting alone with Ulsan HD coach Hong Myung-bo at the time," but it was later revealed that Choi Young-il, vice chairman of the Korea Football Association, was present.
Lee Im-saeng, a technical director, completed the appointment of a national team coach by receiving all authority from Chairman Chung Mong-gyu when Chairman Chung Hae-sung stepped down in June last year.
As a result of the Ministry of Culture, Sports and Tourism's audit, it was confirmed that "there is no procedural justification for the appointment of the national team coach under the mandate of Chairman Jeong Hae-sung."
The Ministry of Culture, Sports and Tourism said, "The process of appointing a national team coach was conducted in an opaque and unfair manner. According to the regulations, the Korea Football Association asked technical directors who do not have the authority to recommend a coach to conduct interviews with the three final candidates and recommend candidates for the final coach by prioritizing them. Lee was not even a member of the Korea Football Association's power enhancement committee. He was never appointed as a member of the committee. He was not authorized to recommend a coach at an online extraordinary meeting of the committee members on June 30 last year. Under the national team's operating regulations, technical director Lee has no authority to recommend a coach."
Another National Assembly official said, "It is natural not to take action against Hong Myung-bo, the coach of the national team."
"Coach Hong Myung-bo only accepted the offer from the Korea Football Association to coach the national team," a source said. "He never gave perjury when he attended the National Assembly's writing committee. Hong is not subject to accusation against the committee."
Since July last year, the ministry has been monitoring various controversies over the Korea Football Association. In November the same year, the ministry announced its audit results and imposed "severe disciplinary measures beyond suspension" on Chairman Chung Mong-gyu, Vice Chairman Kim Jung-bae and technical directors Lee Im-saeng.
The Ministry of Culture, Sports and Tourism has informed Hong that he will be reappointed even if the committee is re-elected. However, the ministry left it up to the Korea Football Association to decide whether to maintain the contract with Hong or dismiss him.
The Korea Football Association applied for a review of a specific audit to the Ministry of Culture, Sports and Tourism, but it was rejected. The Ministry of Culture, Sports and Tourism said on Jan. 2 that it has decided to dismiss the review of a specific audit that the Korea Football Association applied for.
A National Assembly official said, "The complaint by the Culture and Sports Committee is carried out separately from the Ministry of Culture, Sports and Tourism," adding, "There will be no significant change in the list of accusations." Regarding Chairman Chung Mong-gyu, he said, "The decision to file a complaint will be made through consultation between the female and opposition secretaries (Park Jung-ha, the People's Power, and Lim Oh-kyung of the Democratic Party of Korea)."
